I have certainly seen this plant before, however cannot help you with an ID. perhaps try see if there is an image of it here.
I think this is one of the Ledbouria. In this picture the little flowers haven’t opened yet, but it looks a lot like Ledbouria ovatifolia:

that is Ledebouria ovatifolia – perhaps the ssp. scabrida. I can say more perhaps…
